7:40 p.m.   Discussion:  Better Housing by Design Project & Comprehensive Plan Map Refinement Project – David Schoellhamer, SMILE Land Use Committee Chair.  Better Housing by Design Project – This city project has proposed revising the rules for multifamily zones which cover about 21% of Sellwood-Moreland.  Details are athttps://www.portlandoregon.gov/bps/71903.  Comprehensive Plan Map Refinement Project – This city project is revising the Comprehensive Plan Map for ongoing development, primarily in North Westmoreland.  Details are at https://www.portlandoregon.gov/bps/73388.  The Board will consider revising and submitting comments recommended by the Land Use Committee for both projects.

8:20 p.m.  Presentation:  Parking Management Toolkit  & Letter Approval – Scott Kelly, SMILE Transportation Committee Chair. A brief summary of the City of Portland’s Bureau of Transportation recently passed Parking Management Toolkit. You can find the complete document at https://www.portlandoregon.gov/transportation/article/567030 .  In addition the SMILE board will consider approving a letter requesting BES/PBOT to install temporary bike lanes on Milwaukie Ave from Reedway to Mitchell to improve the detour of the Springwater Trail.

8:45 p.m.  Discussion:  SMILE Station Access and Availability for Emergency Use – Bob Burkholder, SMILE Board Member, Co-Chair Emergency Preparedness Committee.  Details regarding possible use by NET (Neighborhood Emergency Team) & BEECN (Basic Earthquake Emergency Communications Node) members during an emergency.
