Land Use Committee Meeting

6:00 – 6:05: Welcome and introductions.

6:05 – 7:05: Housing Regulatory Relief Project Proposed Draft Report: The City has proposed suspending or eliminating some regulations for projects that provide housing in order to encourage production of new housing.  The Planning Commission will hold a hearing October 24.  More information is at https://www.portland.gov/bps/planning/housing-regulatory-relief/news/2023/9/22/proposals-remove-housing-production-barriers. We will discuss and outline SMILE testimony for the hearing. The changes that are most significant for the neighborhood are:

  • Neighborhood contact: Suspend all requirements for 5 years.  Permanently increase the threshold for a meeting from 10,000 sf to 25,000 sf.  Permanently eliminate the requirement that the Neighborhood Association be offered to host the meeting.
  • Active Use: Suspend for 5 years the requirement that 25% of ground floor space be active use (retail or office) in our business districts (Main Street Overlay).  Second most costly requirement.
  • Taller ground floors and additional ground floor windows: Suspend requirements for 5 years.
  • Façade articulation: Suspend requirements for 5 years.
  • Bicycle parking: Reduce required bike parking for 5 years. Most costly requirement.

7:05 – 7:10: AARP Livable Communities Economic Development Workshop: Vikki DeGaa.

7:10 – 7:15: PSU architecture students studying urban street amenities in Sellwood-Moreland (tentative).
