DESCRIPTION:Friends of Oaks Bottom Committee Members\, Joshua Meyers and John Sparks will be leading a nature walk at Oaks Bottom on Saturday\, February 3rd from 9:00 a.m. – 12:00 p.m. We will make a slow loop around the Bottom checking out flora and fauna\, with some local geology and history thrown in!\n \nWe’ll meet at the Sellwood Park parking lot at 7th and Malden and take the trail down to the South Meadow. Wear appropriate gear for the weather that morning\, and bring your own drinks and snacks if you need them. Binoculars will be very useful. There is no cost for this outing\, but donations are accepted.\n \nFamily members and friends are very welcome\, but this walk is not suitable for very young children except perhaps those of the portable variety. DESCRIPTION:6:00 – 6:05: Welcome and introductions. \n6:05 – 6:10: AARP Livable Communities Economic Development Workshop: Vikki DeGaa. \n6:10 – 6:45: Housing Regulatory Relief Project proposed draft report: The City has proposed suspending or eliminating some regulations for projects that provide housing in order to encourage production of new housing.  City Council is expected to hold a hearing in late December.  More information is at https://www.portland.gov/bps/planning/housing-regulatory-relief/news/2023/9/22/proposals-remove-housing-production-barriers. We will discuss and outline SMILE testimony for the hearing. The changes that are most significant for the neighborhood are: \n\nNeighborhood contact: Suspend contact meetings for 5 years.  In November the Planning Commission removed the suspension of signs and Neighborhood Association notification.  Permanently increase the threshold for a meeting from 10\,000 sf to 25\,000 sf.  Permanently eliminate the requirement that the Neighborhood Association be offered to host the meeting.\nActive Use: Suspend for 5 years the requirement that 25% of ground floor space be active use (retail or office) in our business districts (Main Street Overlay).  Second most costly requirement.\nTaller ground floors and additional ground floor windows: Suspend requirements for 5 years.\nFaçade articulation: Suspend requirements for 5 years.\nBicycle parking: Reduce required bike parking for 5 years. Most costly requirement.\n\n6:45 – 7:15: Land Division Code and Landslide Hazard Map update:  As part of updating how the City does land divisions\, they are updating the landslide hazard map.  This is of interest along the Sellwood bluff.  No zoning changes are proposed in this package.  More information is at https://www.portland.gov/bps/planning/land-division-code-update including the Discussion Draft Report.  Comments are due December 31.  We will discuss the map and potential testimony.

DESCRIPTION:6:00 – 6:05: Welcome and introductions. \n6:05 – 7:05: Housing Regulatory Relief Project Proposed Draft Report: The City has proposed suspending or eliminating some regulations for projects that provide housing in order to encourage production of new housing.  The Planning Commission will hold a hearing October 24.  More information is at https://www.portland.gov/bps/planning/housing-regulatory-relief/news/2023/9/22/proposals-remove-housing-production-barriers. We will discuss and outline SMILE testimony for the hearing. The changes that are most significant for the neighborhood are: \n\nNeighborhood contact: Suspend all requirements for 5 years.  Permanently increase the threshold for a meeting from 10\,000 sf to 25\,000 sf.  Permanently eliminate the requirement that the Neighborhood Association be offered to host the meeting.\nActive Use: Suspend for 5 years the requirement that 25% of ground floor space be active use (retail or office) in our business districts (Main Street Overlay).  Second most costly requirement.\nTaller ground floors and additional ground floor windows: Suspend requirements for 5 years.\nFaçade articulation: Suspend requirements for 5 years.\nBicycle parking: Reduce required bike parking for 5 years. Most costly requirement.\n\n7:05 – 7:10: AARP Livable Communities Economic Development Workshop: Vikki DeGaa. \n7:10 – 7:15: PSU architecture students studying urban street amenities in Sellwood-Moreland (tentative).
